As per the information that you have provided, I suggest that you follow the methods stated below and check if it helps
Method 1: Check if the date and time is synchronize with windows server time in Settings.
Method 2: Refer to the article Error: Can't connect right now. Please try again later provided in the link below and check if you are able to resolve the issue.

Try checking services.
1.go to search bar and search services
2.go to various xbox services listed their
3.if some xbox services are disabled enable them

I know it is an OLD post, but the below worked for me:
from start menu, locate the windows powershell
right click, and "run as admin" - you will need the admin password
run
Get-AppxPackage *xboxapp* | Remove-AppxPackage
This is to uninstall the app
The app doesn't really go away. It does appear to, in a non-admin account
Then navigate to the Windows store and search for the xbox app. You will see an option to "get" it
Get it and it will reinstall.
The reason in my case why the error was showing, is that I had incompletely logged in into the Windows app account (I had "forgotten" my password). I went thru the password reset steps and then did the "get" above. This gave me a chance to re-login. This time, I refused its offer of "play this game across devices". The reason being, if you are logged on on different devices at the same time, you may end up with this stuck situation all over again. Another reason: I don't use any other windows device
Anyway, I hope this gave you some more insight to the solution.
